Andre was born and raised in Halifax, Nova Scotia. He joined the Canadian Armed Forces at a young age and served for 36 years. He sailed on both coasts and on every class of ship in the Royal Canadian Navy.

He has travelled the world and took part in various deployments. After retiring, he worked on the National Apology Committee for the Apology for the No2 Construction Battalion. He was awarded the Queen’s Platinum Jubilee Medal for outstanding community service. He now works for Commissionaires Manitoba as the Identification Services Manager.

He is honoured to be a member of the Black History Manitoba Celebration Committee whose mandate is to educate and share Canadian Black History and accomplishments.
